Pend Oreille County Fair Horse Exhibitor Rules

RULES FOR ALL HORSE EXHIBITORS:

  1. Exhibitors in Department HH are youth ENROLLED IN A RECOGNIZED 4-H OR FFA PROGRAM WHO HAVE NOT REACHED THEIR 19th BIRTHDAY BY JANUARY 1 OF THE CURRENT YEAR. Youth exhibitors not currently en­rolled in 4-H or FFA will be considered an open exhibitor. Open youth exhibitors are eligible for halter. NO Primary members are allowed in 4-H, FFA or Open horse projects
  2. 4-H exhibitors must have their horse entry under their control and care at least 90 days prior to the fair in order to exhibit. Re: Pacific Northwest Extension Publication PNW574.
  3. State on entry form breed and age of horse or pony.
  4. All 4-H and FFA exhibitors and each horse entered in the fair must show in halter division and Fitting and Showing in order to be in the performance divisions and Western Games.
  5. Three entries allowed, unless there is a shortage of stalls. Exhibitors will be notified after entry deadline if this occurs. Box stall priority will be given to mares, foals and yearlings. All other horses MUST tie.
  6. Horses are to arrive between 5:00pm and 7:00pm on Tuesday and be vet inspected before entering barns or outside pens. Horses are to have only halter on when being inspected. Exhibitor must be present for veterinarian inspection. NO EXCEPTIONS. Horses that leave the grounds after vet inspection CANNOT re-enter the barns or barn area for the remainder of the fair.
  7. Any horse requiring any medication should be identified at Vet check and present a valid prescription or a written explanation signed by a licensed Vet.   The use of Phenylbutazone ("bute") in older horses is acceptable when the drug does not alter the horse performance and is used with a Vet's prescription.
  8. Registered horses must show papers. No horses on the grounds unless entered in the fair. Barn rules will be posted and MUST be adhered to.
  9. No mares ready to foal. Foals must be 1 month old and be vaccinated. Mares having foaled must have babies weaned for over 1 month.
  10. Exhibitors are required to attend horse superintendent meeting on Tuesday, 7:30pm.
  11. All horse stalls including 4-H, FFA and Open Youth must have educational posters and be decorated (including tack stalls, if any). All exhibitors must have their stalls cleaned by 8:30am every day of the fair. Barn duty from 9am to 9pm Thursday through 5 pm Sunday of the fair.
  12. 4-H, FFA and Open Class MUST have at least one person on barn duty at all times. Exhibitors must be appropriately dressed and wearing boots. It is the exhibitor's responsibility to help keep the area around the barns cleaned up.
  13. Do not ride horses in and out of barns; lead them to and from the arena. Red ribbons must be worn in tails of all known kicking horses.
  14. In Fitting and Showing exhibitors are required to wear white long sleeved shirts, green tie (if 4-H), black or dark blue jeans and western hats.   A chain may be used over the horse's nose in the Fitting and Showing divisions.
  15. All exhibitors must wear long sleeved shirts, pants, boots (smooth sole w/heel) & ASTM-SEI approved helmets at ALL times when mounted (including exercising times). NO exceptions. No halters when riding. Due to arena conditions, protective leg wrap can be worn during performance divisions. Exercise area and times will be posted.
  16. No racing horses on the fairgrounds. Safe and correct riding at all times.   If two warnings are given exhibitor will be required to leave the fair.
  17. After using the wash stalls make sure you clean the area.
  18. Grand champions and trophy winners must ride or lead horse in the Parade of Champions Sunday unless excused by the Superintendent. Winners must wear clothing appropriate to their winning division.
  19. Horse stalls must be cleaned and checked off by Superintendent before removing horses at 5:00pm Sunday.
  20. Parents and Leaders are NOT ALLOWED to water, brush, or saddle any youth horse entered in the fair, regardless if they are stalled or not. This rule applies to any animal on the fairgrounds.

PEND OREILLE COUNTY FAIR EQUINE EXHIBITORS DRESS CODE

The following attire will be required for all western classes (fitting & showing, Stockseat, Bareback, Trail and Western Games): SHIRT - must be long sleeved, button or snap down w/ turned down or button down collar, of a solid color & non-metallic in nature (no lame').   Embellishments are not allowed outside of stitching or piping along yoke or pocket.   Stitching or piping cannot be of metallic thread or fabric.   Shirts are to be tucked in and the sleeves rolled down.   The following embellishments are not allowed: sequins, beads, embroidery, crystals, rhinestones, studs, decorative pins, etc.   PANTS - jeans, trousers, or western pants.   Must be solid color.   BELT - optional for Western Games.   TIE - kerchief, necktie, bolo tie, scarf or bandanna.   BOOTS - western style with a smooth sole and heel.   HELMET -   ASTM-SEI approved.   GLOVES - optional.   JACKETS or VESTS - limited to solid color w/ no embellishments (as states above for shirts) they may be zip, button or snap down.   May not be in place of shirt requirement.   NOT ALLOWED -   chaps, pins, brooches, necklaces, rosettes, or neckline embellishments (in place of or in addition to the required tie), turtlenecks, slinkies, mock turtlenecks, or any other shirt that does not meet the above requirement.
